Hi there- I know this post is quite a few years old but I stumbled upon it and see that you have not identified the building. This building is the Federal Emergency Relief Building, designed by Augustus E. Constantine (1939). It is currently known as the Coverdell Legislative Office Building, 18 Capitol Square SW.
